Thank you (efkaristo) for the invitation to address you this evening. It is an absolute privilege to be here in Athens. It is also a particular honour to visit Greece as you mark the 200th anniversary of the beginning of Greece’s journey to independence. I am also delighted to meet this evening the President of the Greece 2021 Committee, Gianna Angelopoulos.

Since my arrival in your beautiful country, I have had the opportunity to experience once again your legendary hospitality and I want to give special thanks to my dear colleague and friend Christos for his warm welcome and to Andrew for the introduction. 

While we all have had to adapt to the pandemic through remote working and online meetings, events like this evening really bring home to me how much progress we have made.

Greece has achieved so much and contributed so richly to the world we live in today. In this regard, it is a lovely coincidence to be here on the day when the Olympic Games begin.

It is a further reminder of all the great things your country has given to the world and to Europe. Greece has given Europe our name; it is at the very foundation of our common cultural identity.

It is also 40 years since Greece joined our European Community and in January, we will be celebrating the 20th anniversary of our common currency, the euro.

So much has happened in so little time.

Learning from the sovereign debt crisis

In fact, we have come a long way. I can recall vividly, when Greece, like my own country Ireland, was invariably one of the top agenda items at Eurogroup meetings.

The sovereign debt crisis was an incredible challenge for both of our countries and for the euro itself. However, we have risen to the challenge. Greece and Ireland are no longer top of the Eurogroup agenda.  This reflects the progress that has been made.

If anything, our shared experience in dealing with “once in a generation” type shocks is a particular asset as we continue to tackle the COVID-19 pandemic.

I want to take this opportunity to commend the continued and impressive progress your country has achieved in implementing reforms since exiting its third economic adjustment programme, three years ago.

I want to particularly recognise the leadership of Minister Staikouras. He is a highly respected Minister of Finance for Greece and also a highly valued member of Eurogroup.

One of the standouts is the implementation of the third and final pillar of the Guaranteed Minimum Income (GMI). Through this, Greece has put in place a very effective framework for providing social support and employment services.

It is also worth mentioning the successful reform of the Greek insolvency framework as well as many other measures including actions to reduce the amount of non-performing loans on the balance sheets of Greek banks.

These reforms were also instrumental in allowing the Eurogroup to reach an agreement in further strengthening the Banking Union through the early introduction of the common backstop to the Single Resolution Fund. 

The reform implementation effort is all the more remarkable given the very challenging context of the COVID pandemic.

Greece’s progress was recognised unanimously at Eurogroup just last month, when we agreed to the release of the fifth tranche of debt relief measures worth €748 million.

So much has been achieved in recent times and of course further reforms and actions are planned. There is no doubt that Greece has gone through exceptionally hard times in the last decade.

However, your country, as well as my own, realises:

  • how strong and effective Europe can be when we act together.
  • how the support of European partners can act as a booster to national initiatives and policies.

The fact is that many of the measures and safeguards that we put in place over the past decade were crucial in tackling the economic crisis caused by COVID-19.

In contrast to the financial crisis, which some claimed was an existential crisis for the currency itself, the euro is now positioned as a key asset and symbol of our resilience and strength.

As President of Eurogroup, I have seen on a daily basis the strength of the collective response to this crisis.

As the economic prospects for the euro-area are brightening, it is fitting to reflect on some of the actions that we undertook to respond to the pandemic. I will then give you all a sense of our priorities through to the turn of the year.

Economic outlook post-pandemic

Firstly, on the economy, the latest Commission forecasts shows that the euro area is making a strong comeback with recovery well and truly underway.

We are now looking at a growth rate of 4.8 per cent for this year and 4.5 per cent in 2022.

For Greece, prospects also look promising with a growth rate of 4.3 per cent this year, rising to 6.0 per cent in 2022.

The Greek economy has shown its resilience over the past year. The actions taken by the government in response to COVID-19 have certainly helped to significantly cushion the economy from the worst effects of the pandemic.

This has been achieved through existing safety nets but also through new measures and helped by EU instruments, such as the SURE programme.

More generally, the impressive roll-out of vaccines across Europe is helping to turn the tide.

Europe is now the world’s most vaccinated continent, with 500 million doses having been delivered to the EU and over 65% of our adult population having received at least one dose of the vaccine. And this at the same time as we continue to export half of our production.

This is very good news.

In fact, a key priority for Eurogroup now will be to ensure that the current rebound translates into a fully-fledged recovery. For example, we will be closely watching how the summer tourist season fares across Europe given the uneven impacts of the pandemic to date on certain sectors and population cohorts.

This has been a constant theme of our discussions throughout the past year and most recently at our July meeting, during our discussion with the United States Secretary of the Treasury, Janet Yellen.

While the outlook has improved, we are all mindful that there is still much uncertainty given the risks associated with the virus and its variants.

That is why economic policy will remain supportive and agile through 2021 and 2022 and all euro-area finance ministers are agreed on the importance of avoiding any premature withdrawal of fiscal support. This was the central message in our Eurogroup statement in March.

Economic response to COVID

While we are now in the early stages of recovery, it is important not to lose sight of what has already been done on the economic policy front. In simple terms, the response has been extraordinary and marked by an unwavering degree of coordination and consensus.

There are a number of areas that I can highlight.

These include:

  • unprecedented national budgetary policy measures including automatic social supports as well as new discretionary measures
  • the early decisions to activate the general escape clause (March 2020) and to relax state-aid rules
  • wider European

The latter includes three key safety nets agreed by Eurogroup to the value of €540 billion – SURE, the ESM’s Pandemic Crisis Support and the EIB’s pan-European guarantee fund. The SURE scheme alone is estimated to have supported somewhere between 25 and 30 million jobs.

Eurogroup also agreed (at the end of last year) to the ESM Treaty Reform and the early introduction of the backstop to the Single Resolution Fund.

All of these measures meant that crisis-related funding was able to flow in a more efficient and effective manner.

The safety nets also pointed to a real sense of shared ownership in Europe – that we are stronger acting together as one, rather than as a collection of individual countries.

On top of all of this, we also of course have Next Generation EU.

This investment and reform package will channel €750 billion of investment to where it is needed most to reinforce the Single Market, intensify cooperation and equip our economies to drive the green and digital transitions.

I was delighted to see Greece’s national recovery and resilience plan being amongst the first batch of approvals last week with a very positive assessment from the Commission. Your plan, amounting to about 16.3% of GDP, is a great opportunity to deliver stronger economic growth.

The Plan includes a particular focus on climate change [37.5% of the total envelope] with wide-ranging actions for the electricity network, renewable energy and energy efficiency.  There is a very robust commitment to embracing the digital transition [23.3% of the total envelope] with plans to invest in 5G and fibre networks but also measures to digitalise elements of the public administration.

The plan also has a real focus on small and medium-sized enterprises. These firms are ultimately the bedrock of our economies given the employment and incomes they generate.

I think the plan is ambitious, well-designed and offers so much potential and upside for people.

It addresses the investment gap that has held back growth in Greece in the past decade, while also facilitating the modernisation of the economy with a view of promoting export-led growth. It has the potential to increase GDP by between 2.1 and 3.3 per cent by 2026.

Eurogroup Priorities

While the deployment of the Recovery and Resilience Fund will be an undeniable booster for the economies most affected by the pandemic, there is still a lot of uncertainty and the risk of long-term economic scarring.

This brings me on to some of our priorities for the rest of the year.

On the budgetary policy side, there is unanimity on the need for a supportive stance in 2022.

As the recovery gathers momentum, we will also need to move from broad-based (income and liquidity) supports to more targeted measures. This will need careful management and clear communication.

We also need to acknowledge the very high levels of borrowing at present right across the Euro Area. We will need to navigate our way to lower and safer levels of indebtedness once the recovery is firmly underway.

Eurogroup also needs to make further progress on banking union to facilitate the economic recovery.

Greece, like Ireland, suffered in the last crisis. Our hard-earned resilience and common political determination to build a more robust and well-capitalised financial system in Europe meant that our financial sector was in a position to absorb the impact of COVID-19, rather than amplify it as we saw a decade ago.

However, we need to do more to ensure that Europe’s economic recovery is on a solid footing.

Much of my recent work has centred on drawing up a work plan to complete all the elements of the banking union. I have counted on Greece’s vocal support.

While we have made progress, we are still not quite there in terms of a consensus that we need for an ambitious plan.

Over the remainder of this year, I will continue this work to reach agreement.

Conclusion

So that brings me to the end of my brief remarks and a whistle-stop tour of our work and priorities at Eurogroup.

We have achieved so much over the past year and I would again like to thank my Greek counterparts for all of their work and effort over these challenging times.

Greece is seen as an authoritative voice on so many economic policy matters and a wide range of EU policy files, ranging from the pandemic response, to strategies around an effective and orderly reopening of mobility within the EU.

Travelling to Athens has been seamless and I think we owe a lot to Greece for the leading role you have played in the EU on this issue. Prime Minister Mitsotakis was the first to think ahead and propose the concept of a Digital COVID cert back in January, when he wrote to President von der Leyen.  The speed with which this has been adopted and implemented is extremely impressive.

So to leave you with a thought.

When we are watching the Olympics, many events require the views and scores of judges.

Competitors will be ranked based on a range of criteria in a very public fashion.

As a finance minister, our actions are also constantly being assessed, analysed and critiqued.

Events like tonight, offer you the opportunity to give your own views and suggestions.

I do think we have achieved a lot so far in tackling COVID-19.

While there were some mistakes and delays along the way – none of us had ever faced a global pandemic – I do think that we have achieved so much.

Many of our decisions and actions, from the fiscal rules, to income and liquidity supports, to wider EU schemes including NGEU would simply have been unimaginable a year or so ago. 

So returning once again to the theme of the Olympics:

  • we are in a race;
  • a race between infections and injections;
  • between recovery and recession.

But, this is a race that we are now winning.

The European Insurance and Occupational Pensions Authority (EIOPA) published today a consultation on the amendments of supervisory reporting and disclosure requirements under Solvency II.

After a number of years of the implementation of Solvency II and the information received by national supervisory authorities it is important to ensure that the regular supervisory reporting remains fit for purpose. The analysis over the last years lead to a number of proposals to amend the Solvency II Directive and its Delegated Regulation. These were put forward by EIOPA in the Opinion on the 2020 review of Solvency II. However, the experience also showed that there is a need to implement amendments to reporting requirements within the current legal framework, without waiting for the Solvency II review.

In this consultation paper, EIOPA proposes amendments to the reporting requirements, which are mainly based on the Report on quantitative reporting templates published together with the 2020 Solvency II Opinion. In addition to those changes, the proposals include simplification of quarterly reporting for all undertakings, elimination of some reporting templates for all undertakings and new thresholds to promote better risk-based and proportionate reporting requirements. This will lead to a reduction of the number of templates to be reported for the majority of the undertakings.

EIOPA proposals on the review of the reporting requirements should bring several benefits, which will ultimately lead to a better protection of policyholders:

  • Reduction of reporting costs for the majority of insurance undertakings;
  • Inclusion of information needed for supervisory purposes focusing on emerging risks and new areas for which supervisors identified a number of data gaps;
  • A more fit-for-purpose reporting, for example reducing and simplifying when possible but also accommodating gaps identified by supervisors.

EIOPA invites all interested stakeholders to provide comments to the amendments by e-mail to CP-21-002@eiopa.europa.eu by 17 October 2021.

Consultation on the amendments of supervisory reporting and public disclosure documents

Background

EIOPA proposals concern the amendments to the Implementing Technical Standards on Disclosure, Implementing Technical Standards on Reporting and to the EIOPA Guidelines on the supervision of branches of third country insurance undertakings as well as EIOPA Guidelines on reporting for Financial Stability Purposes.

Spanish and Serbian authorities have dismantled a large-scale drug trafficking network through a joint investigation team (JIT). In both countries, 43 members of a Serbian organised crime group have been arrested for their involvement in producing and distributing marijuana and hashish.

During a major action day in Serbia and Spain on 28 June 2021 and during interventions against the organised crime group in January, the Spanish Guardia Civil and the Serbian Police carried out 19 searches and seized over 17 000 marijuana plants, over 880 kilos of marijuana buds, and at least 130 kilos of produced marijuana and hashish resins. Approximately EUR 250 000 in cash was also seized. 

Europol’s and Eurojust’s support of Operation Mitikas

Europol, as a platform for European policing solutions, was involved in the case since March 2020. Throughout 2020 and early 2021, European Serious and Organised Crime Centre (ESOCC) of Europol supported Operation MITIKAS through the Drugs Unit by cross-checking information received, providing analytical support, and facilitating the coordination of the information exchange between Spain and Serbia. Two Europol specialists were deployed to Spain and Serbia equipped with a mobile office and a Universal Forensic Extraction Device. Information gathered during the operation was analysed and exchanged in real-time and immediately cross-matched against Europol’s databases.

Eurojust, the European Union Agency for Criminal Justice Cooperation initiated the cross-border judicial cooperation in November 2020, leading to the setting up of the first JIT between Spain and Serbia. It was the first time the Spanish authorities had initiated a JIT with a third country. 

Operation Mitikas was developed in the framework of the European Multidisciplinary Platform against Criminal Threats (EMPACT) and the operational action plan on cross-border drug trafficking sourced by large-scale herbal cannabis production in the EU. 

The cannabis market in the European Union

The cannabis market remains the largest drug market in the EU, and cannabis trafficking will remain a significant source of income for a wide range of criminal networks. The trade in cannabis but also in other drugs such as cocaine and synthetic drugs is a key threat to the EU due to the levels of violence associated, the multibillion euro profits generated and the substantial harm caused by it. 

Herbal cannabis is extensively produced within the EU, with estimates indicating that at least 20 000 cultivation sites are dismantled each year, and is a major source of income for the criminal economy. Although herbal cannabis is produced in each EU Member State, this may not be sufficient to satisfy local demand; therefore, intra-EU trafficking exists as it has been shown in Operation Mitikas.

In 2010 the European Union set up a four-year Policy Cycle to ensure greater continuity in the fight against serious international and organised crime. In 2017 the Council of the EU decided to continue the EU Policy Cycle for the 2018 – 2021 period. It aims to tackle the most significant threats posed by organised and serious international crime to the EU. This is achieved by improving and strengthening cooperation between the relevant services of EU Member States, institutions and agencies, as well as non-EU countries and organisations, including the private sector where relevant. Drug trafficking is one of the priorities of the Policy Cycle.

The European Union Intellectual Property Office (EUIPO) and the Community Plant Variety Office (CPVO) signed a new Service Level Agreement (SLA) which entered into force on 21 July 2021.

The EUIPO and the CPVO operate in the field of intellectual property (IP) rights with similar operational and budgetary structures, which are based on fees charged for services provided to the industry. The EUIPO manages the registration of trade marks and designs while the CPVO is in charge of plant variety rights. Both organisations are part of a network of 48 decentralised EU agencies working to implement EU policies in fields as diverse as space, medicines, education fundamental rights or IP.

The scope of the new SLA is wide and covers a series of key activities in different operational and administrative areas, such as the organisation of webinars on IP matters, the sharing of information in the context of the eSearch case-law database, as well as cooperation on data protection, internal audit, development and deployment of IT services, training, and HR selection procedures.

This new SLA shows that the EUIPO and the CPVO are ready to continue cooperating and sharing services to strengthen their strategic partnership and generate effective economies of scale while respecting one another’s autonomy and field of work.

The EUIPO and the CPVO have cooperated and shared services in the past in line with the recommendations of the Common Approach promoted by the European Commission which proved  to contribute to the increase of their efficiency and accountability. Earlier this year, an SLA was signed on EUIPO support to the CPVO Board of Appeal.

Closer partnership between EU agencies improve efficiencies, reducing administrative burden and creating services of higher quality for their respective stakeholders, including companies, Member States and EU citizens.

Ladies and gentlemen,

Financial crime generates billions of euros in dirty money every year. At any one time, we know that criminals are filtering at least some of their proceeds through the EU financial system.

Experts estimate that around 1% of the EU’s annual GDP is linked to suspect financial activity. While the scale of laundering is difficult to assess, we are talking about many billions of euros in dirty money that is highly mobile and often invisible.

Laundering money is an offence in its own right.

But it is also closely linked to other forms of serious and organised crime as well as the financing of terrorism.

The EU has worked on anti-money laundering – or AML – over many years, with the first AML Directive issued thirty years ago.

We have come a long way since. As criminals have become more imaginative, our laws have had to keep up with this.

However, despite extensive international cooperation and increasingly sophisticated EU legislation, money laundering remains a serious problem.

That became very clear after a major money-laundering scandal hit multiple banks across Europe in 2019.

Our AML laws are now among the toughest in the world, but still not enforced equally across the board. And there are still loopholes in our financial system that we need to close.

We also need to coordinate better between EU countries to fight cross-border financial crime.

All in all, a chain is only as strong as its weakest link – and criminals will move quickly to exploit any weakness they can find.

With today’s package, we are following up on the AML action plan we presented last year.  

First, we intend to create a new EU Anti-Money Laundering Authority – or AMLA.

It will strengthen the supervision of anti-money laundering and countering financing of terrorism in all EU countries.

AMLA will not replace national authorities but coordinate them to make sure that EU rules are enforced correctly and consistently.

It will directly supervise only some of the most risky financial institutions which operate across multiple EU countries or which need action to deal with immediate threats.

Second, we will devise a single rulebook to clarify, strengthen and align AML obligations across all EU countries.

In a sense, this is similar to what we did for banks after the 2008 financial crisis: creating single rulebooks and an EU supervisor.

We will also propose a ceiling of €10,000 for large transactions in cash.

Then, I mentioned our laws having to keep up with time and technological development. In the case of crypto-assets, this has become urgent. Crypto-assets are increasingly used for money laundering and other criminal purposes.

We will now bring crypto-assets fully within the scope of EU AML rules. All transfers of crypto-assets must be accompanied by the details of sender and beneficiary.

This already applies for real money transfers. 

Lastly – the international dimension.

Money laundering does not stop at the EU’s borders.

It is a global challenge that demands a global response.

We must make sure that illicit money flows from outside the EU do not threaten our financial system.

Our approach here should reflect the actual risks involved. This is why we are taking a new differentiated approach regarding non-EU countries: a black list and a grey list.

We will list countries either based on the assessment of the Financial Action Task Force, the international watchdog – or, if the Commission finds that a country poses a threat to the EU’s financial system, then the Commission will do it autonomously.

Mairead will present this in greater depth.

We have heard the wake-up calls, taken note and taken action.

It is our responsibility to provide a safe and inclusive Europe where dirty money has no place to hide. Thank you and now over to Mairead.

More and more Turks are suffering from the collapse of the pound. Anyone who can save something is looking to turn it into gold or hard currency. Gasoline, food, travel – everything is getting more expensive. What are people afraid of, says Deutsche Welle.

Essential goods are becoming more expensive and this is felt by everyone. Officially, annual food inflation in May was 17.5% – about one percent higher than headline inflation in Turkey, according to a report by Istanbul’s Neue Zurcher Zeitung. Author Volker Pabst explains that at the beginning of last year a dollar was exchanged for less than 6 Turkish lira, and now – for 8.70 lira.

“Gasoline and fertilizers always go up when the dollar rises. That’s why farmers sell their produce more expensively,” said a fruit and vegetable vendor at a market in Istanbul’s central Fatih district.

Meat has become a luxury

A butcher’s salesman adds that meat has become a luxury for many people and says that last year he received deliveries of meat 3 times a week from the slaughterhouse, and now only one delivery is enough because he sells significantly less.

When there was a similar jump in prices in Turkey two years ago, President Recep Tayyip Erdogan accused traders of pumping up inflation. Especially people from the poorer social strata in Turkish society feel the increase is very severe and are forced to take into account every pound. They give about 1/3 of their income only for food.

Why does the Turkish lira not stop falling?

Earlier this year, the minimum wage in Turkey was raised by 21.6% and currently stands at 2,826 pounds. In big cities, however, this money is not enough for anything. The Türk-Is union sets the poverty line for a family of four at £ 8,197. If international criteria are taken as a basis, it turns out that almost 18 million Turks live in poverty, Neue Zurcher Zeitung commented, recalling that even before the pandemic, the country had experienced great economic difficulties.

The publication quotes Meryem Meric, who has a small fabric workshop. “If I have some money left, I buy one gram of gold. I prefer it to buying dollars,” she said. At present, one gram of Turkish gold costs about 500 pounds. However, many people also invest in hard currency. In June, the total savings of Turkish citizens in foreign currency exceeded those in Turkish lira. And even at the high interest rate of 18%, with which interest rates are deposited, they are completely “eaten” by inflation.

The risk factor is Erdogan’s policy

President Erdogan’s current economic problems and inconsistent policies pose a huge risk to Turkish citizens, who fear a new devaluation of their money. In this regard, ARD reminds on its website that the Turkish president has long been opposed to high interest rates as a means of combating inflation. In the last two years, he has replaced three central bank governors. But each time it led to a new depreciation of the pound and a new jump in inflation.

In early June, inflation reached levels of nearly 15%, which was its highest value since the end of 2019 so far, according to Business Insider. For comparison: in the euro area inflation at the beginning of this year was 1%. The depreciation of income and savings mainly affects food prices, with vegetables, fruits, eggs, oil and milk rising the most.

C’est un plaisir pour moi, un honneur pour moi, d’être de retour dans votre beau pays, l’Arménie. J’avais eu l’occasion de vous rendre une visite officielle il y a trois ans, dans le cadre du sommet de la francophonie en ma qualité de Premier ministre belge. Et ce matin, j’ai eu l’occasion de me rendre au Mémorial du génocide où trois ans plus tôt, j’avais symboliquement planté un arbre en mémoire des victimes, en ma qualité, à l’époque, de Premier ministre belge. Je souhaite tout d’abord, de vive voix, vous féliciter pour les résultats électoraux à la suite de ce processus électoral qui donne un mandat, qui donne une légitimité, pour agir sur le terrain démocratique, sur le terrain politique. Et je forme le vœu, au nom de l’Union européenne, qu’il y ait la capacité pour l’ensemble des acteurs politiques de ce pays d’être animés par un esprit constructif afin de réussir à coopérer, à travailler pour relever les défis auxquels le pays est confronté. L’Union européenne a l’ambition d’être un partenaire loyal, un partenaire engagé, un partenaire actif pour la prospérité, pour la stabilité et pour la sécurité. Et dans ce cadre-là, nous avons eu l’occasion d’aborder nos relations bilatérales, pour commencer, entre l’Arménie et l’Union européenne. Et effectivement, je suis porteur d’un message fort parce que je me tiens devant vous et avec vous pour vous confirmer cette décision de l’Union européenne de mobiliser un paquet financier sans précédent: 2,6 milliards d’euros qui sont engagés pour soutenir les priorités de l’Arménie. Et vous avez eu, Monsieur le Président, l’occasion de mentionner les priorités au départ desquelles les équipes, vos équipes, vont coopérer avec les équipes de l’Union européenne pour faire en sorte que ces moyens financiers ne soient pas des moyens virtuels ou théoriques, mais que le plus rapidement possible, ils puissent se traduire en projets concrets pour soutenir les ambitions des autorités arméniennes dans les différents secteurs: le secteur des infrastructures, les ambitions en matière digitale, les ambitions en matière climatique, en matière de transport, ou encore les efforts pour poursuivre l’agenda des réformes démocratiques, des réformes afin de soutenir davantage de gouvernance, davantage de capacité, d’efficacité, pour rencontrer les aspirations des citoyens.

Enfin, nous faisons face partout dans le monde à une pandémie: la COVID-19. Nous avons aussi tenté de mobiliser des efforts au départ de l’Union européenne, vous l’avez mentionné. Nous allons continuer à être solidaires. Je voudrais mentionner que l’Union européenne est la grande région démocratique dans le monde qui a fait le choix, depuis le début de la production de technologies vaccinales, d’exporter des vaccins. Nous avons fait le choix d’exporter 50%, plus ou moins, des vaccins produits chaque mois. Nous avons fait le choix de mobiliser aussi des capacités afin de soutenir le projet COVAX pour que l’ensemble des pays du monde aient accès à des technologies vaccinales. Et les chefs d’État et de gouvernement ont décidé avant la fin de l’année, au delà de ce qui a déjà été fait, de mobiliser au minimum, avant la fin de l’année, 100 millions de doses pour faire en sorte qu’il y ait des capacités de technologie vaccinale qui soient accessibles le plus possible partout dans le monde. Parce que nous ne serons pas en sécurité tant que tout le monde ne sera pas en sécurité, s’agissant de cette crise de la COVID-19.

Une autre raison de ma présence en Arménie, et plus largement dans la région, demain en Azerbaïdjan, lundi en Géorgie, est la manifestation de l’engagement de l’Union européenne pour cette région, le Sud-Caucase. Nous voulons renforcer les connexions, nous voulons renforcer les liens entre les pays de cette région et l’Union européenne, et nous voulons préparer, vous y avez fait allusion, le sommet qui aura lieu avec l’ensemble des pays du Partenariat oriental – à l’exception du Bélarus qui a annoncé la suspension de sa participation au Partenariat oriental – sommet qui aura lieu au mois de décembre. Dans ce cadre-là, il est important pour moi d’être à l’écoute des différents responsables politiques dans les pays pour voir de quelle manière on peut, au mois de décembre, faire de ce sommet un succès pour donner un nouvel élan, pour donner de nouvelles forces. Et dans les prochaines semaines, ce que nous souhaitons faire, dans les prochains mois, c’est continuer à travailler avec vous, Monsieur le Premier ministre, afin de progresser sur un certain nombre de sujets. Et naturellement, nous sommes touchés par cette guerre qui a frappé l’Arménie. Et nous sommes touchés par la situation de toutes celles et tous ceux qui ont été affectés directement, par les victimes de ce conflit auxquelles je souhaite rendre hommage, exprimer ma solidarité et ma sympathie. Nous avons eu l’occasion d’aborder un certain nombre de thèmes, un certain nombre de sujets, qui vont devoir être abordés politiquement avec beaucoup d’engagement dans les mois qui viennent. Je voudrais réaffirmer très clairement, sans ambiguïté, le soutien de l’Union européenne pour les travaux qui sont menés dans le cadre du groupe de Minsk. Nous voulons soutenir et encourager le groupe de Minsk à assumer sa responsabilité et à adresser les différents sujets. Et nous voyons quatre sujets qui doivent être adressés à court, à moyen et à long terme pour tenter d’amener ce que nous voulons tous, de la sécurité, de la stabilité et de la prospérité, et de pouvoir progressivement progresser afin de pouvoir résoudre des conflits graves – on a vu à quel point ils sont graves – auxquels on est confronté.

Le premier point, c’est l’importance de tenir des discours qui soient des discours qui vont vers la modération, l’importance d’éviter l’escalade verbale, et l’importance de faire en sorte que l’on puisse continuer à progresser sur des sujets très concrets:

  • avec la question des prisonniers, nous avons eu l’occasion, ces dernières semaines, de se parler de ce sujet-là. Nous avons eu l’occasion, comme Union européenne, avec d’autres partenaires, d’encourager les efforts pour que les premières décisions soient prises avec cette question des prisonniers;
  • avec la question de la cartographie des mines, nous espérons qu’il sera possible de continuer à progresser de manière responsable, de manière positive, sur ce sujet qui est un sujet important.

Deuxième point: la délimitation des frontières qui sont contestées. Sur ce sujet-là, nous espérons qu’il sera possible d’engager un processus de dialogue et de négociation. Et quand il y a un dialogue, une négociation, il nous semble utile qu’il puisse y avoir un retrait des troupes dans les zones disputées afin de favoriser le calme, de favoriser le sang-froid au moment où des discussions ont lieu sur la délimitation des frontières.

Le troisième point que je voudrais mentionner, c’est l’importance à mon avis aussi, à notre avis aussi, de pouvoir discuter de possibles projets de coopération: la question du secteur du transport, vous avez mentionné ce secteur-là. Il y a peut-être d’autres secteurs pour lesquels une coopération régionale pourrait être utile pour favoriser le développement économique, pour favoriser la prospérité, pour favoriser le dialogue.

Et puis, quatrième point, il y a, de manière plus générale, cette négociation de paix. Le statut du Nagorno-Karabakh doit être un sujet, doit pouvoir être abordé également. Et je prends aussi note avec beaucoup d’attention des sujets que vous avez abordés, comme par exemple la question des patrimoines culturels et peut-être un rôle qui peut être joué par des enceintes comme l’Unesco afin de veiller au respect de ces patrimoines qui sont aussi des sujets de préoccupation extrêmement légitimes que vous avez mentionnés.

Donc vous le voyez, Monsieur le Premier ministre, Mesdames et Messieurs, nous avons eu l’occasion d’un échange approfondi sur les différents thèmes. Je dois vous remercier pour la sincérité et la franchise, pour la bonne coopération qui nous permet à nous, délégation européenne, de bien comprendre votre point de vue sur les différents sujets. A Referral Action Day (RAD) targeting online jihadist propaganda took place on 14 July 2021. The European Union Internet Referral Unit (EU IRU) at Europol organised the operational activities, which involved law enforcement authorities from Denmark, Germany, Hungary, Portugal, Slovenia, Spain and the United Kingdom. 

The Referral Action Day targeted online jihadist propaganda disseminated on the Internet Archive platform by referring these materials to the provider with the request to review them against the terms of service. This Referral Action Day focused on strengthening cooperation between Europol and law enforcement agencies together with the Internet Archive platform. It gave the opportunity to identify and assess terrorist content with the aim of raising awareness about the extent of the platform’s abuse by jihadists and their supporters. Among the referred content were propaganda material (videos, audios and digital magazines) of the so-called Islamic State and Al-Qaeda terrorist organisations and their affiliates. 

The Referral Action Day improved the knowledge about the patterns of abuse by terrorist groups. It also provided insights, which would enhance the content moderation policies in view of the Regulation on addressing the dissemination of Terrorist Content Online (TCO Regulation).  

The organisation of the Referral Action Day by the EU IRU has taken place in the context of the public-private partnership aiming to address the terrorist abuse of the Internet, prevent online radicalisation and safeguard fundamental rights and freedoms.

smugglers operating overseas</a></h5><p>The criminal networks facilitated the illegal entry of more than 400 Albanian nationals to the United Kingdom and the United States</p> <div readability="73.674418604651"> <p>An investigation led by the Spanish National Police, with close cooperation with the Albanian Police and law enforcement and immigration authorities in Austria, France, Italy, Slovenia, Kosovo*, Portugal, the United Kingdom and the United States and supported by Europol, led officers to dismantle an organised crime group involved in migrant smuggling and document fraud. </p> <p><strong>Results from the action day on 29 June 2021, Tarragona, Spain</strong></p> <ul> <li>18 arrests</li> <li>2 house searches</li> <li>Seizures include: counterfeited documents, financial documentation, records of the illegal activities, electronic equipment, cash and various drugs (cannabis, cocaine and synthetic drugs)</li> </ul> <p>Since 2019, the investigation has examined the growing use of specific types of falsified documents by Western Balkan immigrants. Previous phases of the investigation led to the dismantling of a group of criminals identified on the Caribbean island of Saint Maarten who smuggled Albanian immigrants with falsified documents to the United States. Couriers travelling to Kosovo and Albania to distribute the falsified documents were also arrested in December 2020. Four print shops for forged documents in Kosovo were dismantled in March 2021. So far, the investigation has led to 46 arrests, more than 400 migrants identified at airports and 1 000 false documents seized.</p> <p>Eventually, the investigation targeted a criminal network based in the United Kingdom and Ireland, which managed the flights and the reception of the migrants into those countries. Intelligence shared by the US Department of Homeland Security, Homeland Security Investigations (HSI) led to the identification of a high-value target in <a class="wpil_keyword_link " href="https://www.europahoy.news/?s=España" title="Spain" data-wpil-keyword-link="linked" target="_blank" rel="noopener">Spain</a>. From there, the suspect and his accomplices facilitated the illegal entry of migrants through various airports in Spain and Portugal into the United Kingdom, while providing them with forged French identity cards. The operation in <a class="wpil_keyword_link " href="https://www.europeantimes.news" title="Europe" data-wpil-keyword-link="linked" target="_blank" rel="noopener">Europe</a> is also connected to three ongoing criminal investigations in the United States. </p> <p>Europol coordinated the investigation, facilitated the exchange of information, and provided analytical and forensic support. On the action day, Europol deployed a virtual command post to enable the real-time exchange of information between investigators and deployed an expert to Spain to cross-check operational information against Europol’s databases and provide leads to investigators in the field. such as €STR, SONIA and SOFR, in the OTC interest rate derivatives market.  </p> <p>The overall aim of this consultation is to amend the scope of both the CO and the DTO to accompany the benchmark transition for OTC derivatives.</p> <p>ESMA is seeking stakeholder feedback on the proposed changes to the scope of these obligations and will use the input to assess what changes to the RTS should be introduced to accompany the benchmarks transition.</p> <p><strong>Next steps</strong></p> <p>ESMA expects to submit the final report to the Commission in autumn 2021 and aims to ensure that the scope
